Thinking of building a granny flat, backyard cabin, or studio on your property? Understanding council approval is one of the most important, and often confusing – parts of the process.

Across South East Queensland, planning rules classify permanent secondary dwellings in different ways depending on how they’re designed and used. In many cases, custom granny flats on the Gold Coast are the most common form of secondary dwelling approved under local planning schemes.

This guide explains how council approvals typically work and what homeowners in South East Queensland and Northern NSW should know before starting their project.

Step 1: Check Local Zoning Rules

The first step is to confirm whether your property is in a zone that permits secondary dwellings. Most local councils allow them in Low Density Residential zones, but it’s essential to:

  • Confirm block size meets minimum requirements (often 400–600m²+)
  • Check overlays like flood zones or bushfire risk
  • Review any special provisions (e.g. character housing or environmental controls)

Step 2: Determine Structure Type
